Postponed Announcement: Russian E-Cigarette Additive Ban List Delayed
The rumored ban on e-cigarette additives in Russia is delayed and the list may be adjusted, according to sources.

Recent rumors in the Russian market suggest that the list of prohibited additives for e-cigarettes will not be announced as scheduled on September 1st. 2firsts.ru has verified this information with several informed sources in Russia. It has been revealed that the "List of Prohibited Substances for E-cigarette Additives" bill submitted by the Ministry of Health has not yet passed through the government procedures. As a result, there is currently no determined date for its announcement, and the contents of the list may also be subject to adjustment.

Earlier, on August 22nd, the Russian newspaper "The News" reported that the Ministry of Health had prepared a list of banned additives and stated that the content of this list is scheduled to take effect on March 1, 2024. According to information previously obtained by 2firsts.ru, it is rumored that the list of banned additives includes:

Food flavorings: fruits and vegetables, vegetable flavoring impurities and their derivatives - vanilla, spices, ginger, cinnamon.

Sweeteners: corn syrup, honey, stevia, maple syrup, agave syrup.

Caffeine, guarana, taurine, and other popular additives.

Menthols and menthol-like substances.

Other non-essential substances, such as medication, dietary supplements, and vitamins C, E, and amino acids, etc.

Nicotine salt.

According to researchers in the Russian e-cigarette industry, the ban on additives has restricted more than 90% of flavored e-cigarette products available in the Russian market, especially fruit flavors. Furthermore, the restrictions on nicotine salts essentially apply to all e-cigarette products in Russia.

According to media reports, on August 24th, Artem Meteliev, Chairman of the National Duma Youth Policy Committee, announced on Telegram that a draft resolution listing additives, including flavors and sweeteners, to be banned in e-cigarettes, has been submitted to the government cabinet.
