Tula Region of Russia Seizes 5,200 Packs of Illegal Tobacco Products in First Half of the Year, Over 100 Cases Filed

In the first half of 2025, Russia’s Tula Region seized 5,200 packs of illegal tobacco products and launched 128 investigations, imposing fines totaling 1.6 million rubles (about $20,000).

[2Firsts News Flash] According to a report from Russian City on July 22nd, the Consumer Rights Protection and Public Oversight Bureau in Tula Oblast, Russia conducted 156 supervisory activities related to the distribution of tobacco and nicotine-containing products in the first half of 2025.

This operation uncovered violations such as pricing discrepancies, selling cigarettes within 100 meters of educational institutions, selling products without consumption tax labels and permits. A total of 5,200 packs of illegally sold cigarettes, hookah tobacco, heated tobacco, and e-liquid were confiscated.

In response to these unlawful activities, the relevant authorities have filed 128 cases of administrative violations, with a total fine amounting to 1,600,000 rubles (approximately 20,000 US dollars). According to court rulings, 1,500 illegal goods have been confiscated.

Furthermore, a total of 74 organizations received warnings. In response to illegal operators, 39 lawsuits have been filed with the courts, of which 23 have been supported by the court.
