Russian Duma Passes Bill on Criminal Liability for Tobacco Sales
Russian State Duma passes bill holding sellers accountable for multiple tobacco sales to minors, aiming to protect youth.

According to a report from Ria on December 10th, the Russian State Duma has passed a bill that criminalizes multiple sales of tobacco and nicotine products to minors.


The bill was proposed jointly by all factions of members led by Vyacheslav Volodin, the Chairman of the State Duma. The bill suggests amending Article 151.1 of the Criminal Code of the Russian Federation, with the aim of further regulating the retail sale of alcohol, tobacco, nicotine-containing products and their raw materials, hookahs, and related consumption devices to minors. Volodin previously stated that these amendments are intended to protect minors from the harmful effects of tobacco and nicotine products.


If such behavior is repeated, the individual may face a fine ranging from 50,000 to 80,000 rubles ($490-$780), or be determined based on the defendant's income over a period of three to six months. In addition, they may also be sentenced to up to one year of correctional labor, and be deprived of the right to hold certain positions or engage in certain activities for a maximum of three years.
