According to RIA Novosti, Alexander Tolmachev, deputy chairman of the Russian State Duma Committee on Youth Policy, said the issue of licensing the circulation of vape products will be regulated at the legislative level in the coming months.
The lawmaker said that a significant share of such products currently on the market is counterfeit, that the real nicotine concentration in them may be several times higher than stated, and that no one knows the composition of the liquid.
Tolmachev told Parlamentskaya Gazeta: “The key instrument here is licensing: as long as the circulation of nicotine-containing products is not licensed, absolutely anything will appear on store shelves. We expect that the issue of licensing the circulation will be regulated at the legislative level in the coming months.”
He also said that work is currently underway to clear the market of counterfeit products and to bring vape packaging design in line with the same standards applied to cigarettes, with warnings and medical information on the packaging.
