According to a report by Lenta on October 20, 2025, Sergei Leonov, Chairman of the Health Protection Committee of the Russian State Duma, stated that e-cigarettes are becoming a serious issue in Russia, especially among young people and minors.
He pointed out that despite various legal measures being implemented to restrict the sale of e-cigarettes to minors, such as strengthening penalties and limiting sales channels, these measures are still not sufficient to completely solve the problem.
He proposed three possible solutions.
Firstly, he recommends a complete ban on the sale of e-cigarettes;
Secondly, he calls for government legislation to license the retail of tobacco and nicotine-containing products;
Thirdly, he suggests restricting certain ingredients in e-cigarettes, such as flavorings, to reduce their appeal to adolescents.
Currently, these proposals are awaiting preliminary review in the Duma. The Russian Environmental Operator (REO) also suggests raising environmental taxes on e-cigarette manufacturers and importers to address their complex disposal issues.
