On October 22, 2025, according to the Russian international news agency Interfax, the Russian State Duma passed a first reading of a bill to ban the sale of tobacco and nicotine products at public transportation stops.
According to Bill 913952-8, this ban will apply to all public transportation stops within cities and suburban areas, including bus stops, tram stops, subway stations, and stops on suburban routes. The ban covers traditional cigarettes, e-cigarettes, nicotine pouches, hookah, and devices used to consume nicotine-containing products.
This bill aims to reduce the public's exposure to tobacco products in waiting areas, further restrict tobacco and e-cigarette retail channels, and expand the coverage of smoke-free environments.
If the proposal is approved in the second and third readings and signed by the president, it will officially come into effect on March 1, 2026. This move is seen as an important step in Russia's recent efforts to strengthen anti-smoking policies and public health legislation.
