Russian Vape GOST Revision Would Limit Capacity, Packaging Design and Warning Labels
Russia is preparing changes to its e-cigarette state standard GOST R 58109–2018. Under a draft order submitted to Rosstandart, the shelf life of vape devices and liquids would be limited to no more than two years, and capacity would be strictly capped at 2 mL for replaceable capsules, 10 mL for disposable systems and 30 mL for refill containers.

According to BK55, Russia is changing its state standard for e-cigarettes. Under a draft order submitted to Rosstandart, the shelf life of vape devices and liquids would be limited to no more than two years, and product volumes would also be strictly regulated.

 

The new GOST draft has been sent to Rosstandart for registration


The report said State Duma deputy Alexander Tolmachev stated that the working group had completed revisions to GOST R 58109–2018. Tolmachev said the draft order had been sent for registration to Rosstandart and could be published in the near future, adding that “important changes” would be made to the state standard.

 

Device and liquid shelf life would be limited to two years


Tolmachev said that for vape users, devices would stop being “eternal.” According to the report, he explained that the two-year shelf life is not only about health, but also about market circulation. 

 

He said seized devices and liquids currently remain in storage for years and later return to circulation, and that the new rule is intended to stop that practice.

 

Volumes would be strictly capped


The report said one of the most visible changes is the volume limit. Under the revised standard, replaceable capsules would be limited to no more than 2 mL, disposable systems to up to 10 mL and refill containers to 30 mL. 

 

Tolmachev said that products offering 30,000, 40,000 or more puffs, as well as liquids sold in liter-size volumes, would leave the market.

 

Additional components would be banned


The report also said the new GOST would prohibit turning a vape into a “digital toy.” No additional components would be allowed. Tolmachev said that many hybrid products are currently on sale, where a person can vape and then use the device for entertainment, resulting in users constantly holding the device and unintentionally vaping more often.

 

Packaging design would be restricted


According to the report, packaging would also change. 

 

The revised standard would ban the use of fruit, berries, pastries, animals and cartoon characters on packaging. The device shape itself would also not be allowed to create associations with something “cute.”

 

Front-of-pack warning labels would be required


The report said warning labels would be introduced in a format similar to traditional cigarettes. A warning inside a black frame would have to cover at least one-third of the front of the package. 

 

For nicotine-containing liquids, the warning would read “Nicotine causes addiction.” For nicotine-free liquids, the warning would read “This product may harm your health.”

 

The new GOST is described as the next step in Russian vape regulation


Tolmachev also said that since the start of the eighth State Duma, the issue of vape sales has been under serious discussion. Russia had previously banned sales of such products to minors and introduced fines and criminal liability. 

 

He described the new GOST as the next step. The report also noted that Omsk Region Governor Vitaly Khotsenko supports banning vape sales in the region.
