Shanghai's Smoking Rate down to 19.4%, E-cig Banned in Public No-smoking Areas
Shanghai smoking control legislation leads to 7.5% decrease in adult smoking rate, surpassing "Healthy China 2030" target ahead of schedule.

According to a report from China News Service, the adult smoking rate in Shanghai has decreased by 7.5% to 19.4% in the 15 years since the implementation of smoking control legislation, achieving the "Healthy China 2030" goal ahead of schedule. The Shanghai Health Promotion Center stated that since the comprehensive indoor smoking ban in 2017, the city's annual average enforcement penalty for smoking control has exceeded 2.2 million yuan, and the smoking situation in public places has continued to improve.

 

The Shanghai Municipal People's Congress Standing Committee passed an amendment to the "Regulations" in 2022, which includes e-cigarettes in the ban on smoking in public places, marking the advancement of "Smoke-Free Shanghai" into the 3.0 era. Currently, Shanghai is preparing to formulate the "Healthy Shanghai Action Plan (2019-2030)", defining the roadmap and tasks for tobacco control work, and gradually forming and improving the "Six Ones" management model for tobacco control promotion and law enforcement supervision.

 

In Shanghai, the concept and practice of "health integrating into all policies" has flourished in the field of tobacco control. For example, there are over 10,000 tobacco control volunteers in the city who conduct daily tobacco control propaganda and inspections across the city, effectively improving the precision law enforcement and supervision of tobacco control. Additionally, Shanghai has established 37 standardized smoking cessation clinics to provide professional smoking cessation services for smokers who want to quit.

 

In the future, the city will further establish a comprehensive Internet mobile smoking cessation platform, integrate all smoking cessation resources in the city, and create a more convenient and efficient integrated smoking cessation service network.
