Spain's Senate Passes Motion Urging Government to Develop Specific E-Cigarette Regulations
The Spanish Senate has passed a motion urging the government to enhance e-cigarette regulation, calling for restrictions on sales channels and flavors, as well as conducting scientific assessments to analyze the impact of new tobacco products.

According to Diario Siglo XXI's report on November 27th, the Health Committee of the Spanish Senate passed a motion on Wednesday (27th) urging the government to strengthen political consensus on smoking control issues and to develop specific regulations for e-cigarettes.


The motion was proposed by the People's Party (PP) and accepted with amendments from the Spanish Socialist Workers' Party (PSOE). The motion passed with 26 votes in favor, 0 votes against, and 2 abstentions. Senator Rosa Romero from the People's Party emphasized that the government must reach a political consensus on smoking policies within the National Health System's interregional committee, ensuring that all autonomous communities are involved in relevant decision-making.


Romero pointed out that the National Smoking Prevention and Control Plan approved by the ministerial meeting on April 30 this year did not take into account the opinions of the autonomous regions, but was merely presented as an information sharing form at the plenary meeting.


The motion also calls for specific regulations on e-cigarettes, restricting the sale of these products to licensed tobacco shops and specialty retailers only. It also prohibits the use of flavors and designs in products and advertisements that appeal to minors in order to reduce underage exposure to e-cigarettes. Additionally, it demands specific regulations on the distribution of nicotine pouches or other nicotine delivery formats that are not classified as smoking cessation medications.


In the initial motion text, the People's Party urges the government to immediately initiate a multi-center scientific assessment supported by public resources to obtain sufficient data to analyze the impact of new tobacco products.
