It is worth noting that in Article 8 of the Measures, the encouragement and support for the industry of “new electronic vapor equipment” is clearly put forward, which is the first time that “e-cigarette” has been clearly written into the document of local government’s industrial support.

 
Article 8: Support the development of advantageous industries with regional characteristics. Enterprises with advantages such as new electronic vapor equipment shall be encouraged to gather and develop together, and the implementation subjects of the construction of electronic vapor equipment professional park shall be rewarded with reference to Article 1. The enterprises with advantages such as new electronic vapor equipment shall be rewarded according to the increment of added value. However, in Bao'an District’s Several Opinions on Supporting the High Quality Development of Advanced Manufacturing Industry and Accelerating the Building of World-class Advanced Manufacturing Highland issued by Baoan District in February 2022, it mentioned the encouragement of “regional characteristic advantage industry”. At present, Bao'an District has formed the advantages of electronic vapor industry cluster, covering raw materials, R&D to production, sales, logistics, exhibition, service and other complete industrial chains.


Bao'an District is the industrial region, economic region and population region of Shenzhen, ranking eighth in the top 100 regions of China, 8th in the top 100 national scientific and technological innovation zones and third in the top 100 national investment competitiveness zones. In 2021, the GDP of Bao'an District was 442.182 billion yuan, and the total export volume of Chinese atomizing enterprises reached 138.3 billion yuan in the same year. It can be expected that with the support of Baoan District Government, the E-cigarette industry cluster will be further innovative and upgraded, Shenzhen will further consolidate its global status as "Fog Valley", and China's e-cigarette industry will continue to lead global development.
