Unsafe E-Cigarette" Campaign to Promote Smoke-Free Korea
South Korea to launch anti-e-cigarette ads to raise awareness on dangers of vaping, targeting users and society.

According to Asiatime and reported on October 9th, the South Korean Ministry of Health and Welfare (Health Ministry) and the Korea Health Promotion Institute announced that starting on the 10th of this month, they will launch anti-smoking advertisements titled "Unsafa e-cigarettes" through various media outlets for approximately three months.


This anti-smoking advertisement aims to criticize society's lenient attitude towards e-cigarettes and raise awareness among e-cigarette users.


The Ministry of Health plans to launch anti-smoking advertisements on various platforms, including terrestrial television, social networking services (SNS), radio, online, and outdoor media, from October 10 to December 31.


The Director of the Health Policy Bureau, Bae Kyung-tak, stated that


South Korea is a signatory to the World Health Organization's Framework Convention on Tobacco Control (FCTC), and the foundation of its tobacco control policy is the principle that "all tobacco is harmful." Through this advertisement, we plan to widely publicize the dangers of e-cigarettes and make efforts to achieve a smoke-free South Korea.

This advertisement aims to correct the misconceptions about e-cigarettes caused by the marketing of the tobacco industry, and to address the social issues that arise from this. We hope that this advertisement will serve as an opportunity for e-cigarette users to quit smoking.

UAE Sets Dh1-Per-ml Minimum Excise Price for Vape Liquids From Sept. 1 While Keeping 100% Tax Rate
The UAE Ministry of Finance will introduce a minimum excise price for e-liquids used in vaping and electronic smoking devices from September 1, 2026. The minimum excise price will be set at AED 1 per millilitre. The existing 100% excise tax rate will continue to apply to tobacco and electronic smoking products. The measure changes the minimum taxable base rather than the tax rate, with the UAE government saying it aims to establish unified tax standards, improve market compliance and prevent pricing loopholes.

Research | Swedish Study Finds Oral Lesions in 79% of Examined Nicotine Pouch Users, With Distinct Tissue Responses
A new Swedish study found oral mucosal lesions in 79% of examined nicotine pouch users and 89% of tobacco-derived snus users, with different tissue-response patterns between the two categories. For manufacturers and regulators, the findings shift attention toward product formulation, flavouring, pouch materials and local oral exposure, not only whether a product contains tobacco. The study found no higher prevalence of caries or periodontal disease, but it could not establish causality, long-term outcomes or differences between individual products or designs.

A U.S. Customs and Border Protection proposal to collect foreign export declarations and other overseas customs documents could expose discrepancies in the value, classification and description of China-made vape shipments entering the United States. A veteran Chinese logistics professional told 2Firsts that the measure, if implemented, could undermine the all-inclusive shipping model used by some unauthorized vape exporters and push parts of the trade toward costlier underground channels. The risk extends beyond higher duties: accurately declared products may also be more readily identified as unauthorized e-cigarettes subject to FDA enforcement.

U.S. Fifth Circuit Vacates NicQuid Vape MDO, Says FDA Comparative-Efficacy Standard Violated APA Procedures
According to VitalLaw on August 27, 2026, the U.S. Court of Appeals for the Fifth Circuit vacated an FDA marketing denial order (MDO) against NicQuid LLC, ruling that the agency’s comparative-efficacy standard for electronic nicotine delivery system (ENDS) applications had become a substantive rule requiring notice-and-comment rulemaking under the Administrative Procedure Act (APA). The court did not reject FDA’s authority to compare the public health benefits and risks of flavored vapes, but held that the agency could not establish a broadly binding standard through informal adjudications. The case was remanded to FDA for further proceedings.

Spain Plans to Extend Smoking Ban to Terraces and Beaches, Bringing Vapes Under New Restrictions
Spain is advancing a new tobacco-control reform that would expand smoking restrictions to additional public spaces, including restaurant terraces and beaches, while bringing vaping and other nicotine products into the same regulatory framework. The proposed measures aim to reduce secondhand smoke exposure, protect young people and expand smoke-free environments. The proposal remains under legislative development, and final implementation details have not yet been confirmed.
