Vietnam Customs Announces New Import Tax Regulations for Tobacco Products
On July 3rd, Vietnam Customs issued guidelines on implementing import duties for tobacco, nicotine, and alternative nicotine products.

On July 3rd, according to Vietnam's "Enterprise Finance" newspaper, the General Department of Customs of Vietnam has issued a directive to provincial and municipal customs offices regarding the implementation of Decree No. 26/2023/ND-CP and Decision No. 15/2023/QD-TTg on export tariffs. The directive specifies that a 50% import duty (including e-cigarettes) will be levied on raw materials containing tobacco, recomposed tobacco, nicotine, or alternative tobacco or nicotine products used for inhalation without combustion, as well as other nicotine products used for injecting nicotine into the body.

 

It has been reported that Decree No. 26/2023/ND-CP will come into effect on July 15, 2023.

 

According to Annex II of Decree No. 26/2023/ND-CP issued by the Vietnamese government, the General Department of Customs has made the following notable changes to the list of goods subject to import tax exemptions.

 

The import duty for all products belonging to group 24.04 has been set at a discounted rate of 50%. These products include raw materials containing tobacco, reconstituted tobacco, nicotine, or alternative tobacco or nicotine substances that can be inhaled without combustion, as well as other nicotine products used for administering nicotine into the human body. This category also encompasses e-cigarette products.
