2FIRSTS and IEVA Hold Business Meeting in London
2FIRSTS and IEVA discuss collaboration on e-cigarette industry at a business meeting in London on October 5th.

On October 5th at 3:00 PM London time (10:00 PM Beijing time), global electronic cigarette industry media 2FIRSTS (www.2firsts.com) and the European Electronic Cigarette Association (IEVA) (https://www.eurovape.eu) held a business meeting in London to discuss specific cooperation matters. Attendees included IEVA board member, Treasurer, and Membership Manager Ciprian Boboi, 2FIRSTS Co-Founder and CEO Zhao Tong, 2FIRSTS Co-Founder and COO Guo Xiaoyu, China Electronic Commerce Association Electronic Cigarette Professional Committee (ECCC) diplomatic assistant and 2FIRSTS Public Relations Manager Jason, as well as the 2firsts.com Editor-in-Chief Hou Yuhuan.

Attendees of 2FIRSTS took a group photo with IEVA Ciprian after the event, as shown in the image sourced from 2FIRSTS.

Ieva aims to utilize ECCC's influence in the domestic e-cigarette market and 2FIRSTS's media impact in the worldwide vaporization industry to establish a bridge between the Chinese vaporization industry chain and the European market. This would create a two-way exchange of information and resources and seek more opportunities for collaboration, ultimately achieving a mutual benefit for the electronic cigarette industries in both China and Europe.

Ciprian Boboi further explained the details of the latest regulatory developments in the European Union regarding electronic cigarettes to 2FIRSTS during the "2022 Brussels Summit" held on September 29th (click here for details). He stated that if the EU implements a clear electronic cigarette tax, member countries will no longer enforce their own separate national electronic cigarette tax policies, but rather follow EU standardized tax policies. IEVA is working to achieve a target of 0.1 euro per milliliter for electronic cigarette taxes, which will provide more profit margins and market flexibility for countries with high electronic cigarette taxes, thus promoting long-term development in the industry. If countries wish to introduce their own electronic cigarette taxes again, they will have to go through the tax policy-making process again, which could potentially be a lengthy process.

Furthermore, Ciprian stated that after the European Union enforces policies for battery recycling and replaceability of electronic products, the next step is to ensure that the useful life of electronic products cannot be less than two years. This policy signals significant compliance risks for single-use electronic cigarettes.

CiprianCipri has announced that in order to comply with future EU environmental regulations, promote industry compliance and achieve lower costs for the recycling of disposable e-cigarettes, IEVA will establish a green recycling project for such products in Europe. ECCC and 2FIRSTS have also been invited to participate in this initiative. While the e-cigarette battery recycling project is still in the planning phase, IEVA is confident and determined to continue progressing with this plan.

In addition, during the seminar, IEVA and 2FIRSTS reached a partnership agreement on the following matters:

2FIRSTS will cover the upcoming European Union Compliance Advertising Training Conference, which is a joint initiative by IEVA and ECCC. Additionally, IEVA and 2FIRSTS will collaborate to establish a European Regulatory Policy section on the 2FIRSTS website, providing the latest e-cigarette regulatory policies in both Chinese and English to professionals in the industry worldwide. IEVA will also support the creation of a European Media Center by 2FIRSTS to enhance communication and cooperation within the Chinese and European industries. Lastly, IEVA has partnered with 2FIRSTS to plan and release a documentary on e-cigarettes in Europe.

2FIRSTS will continue to monitor and report on the EU's regulation policies regarding electronic cigarettes. For more information on EU e-cigarette regulation, please visit 2FIRSTS' official websites: cn.2firsts.com (Chinese) and www.2firsts.com (English).

FDA Tobacco Center Pushes Review-Efficiency Statement After Commissioner’s Exit
FDA CTP issued a May 7 statement on accelerating product review and improving PMTA efficiency, but did not push it via official X and newsletter until May 13, one day after FDA Commissioner Marty Makary’s resignation was confirmed. FDA has not explained the delay, and no public evidence links it directly to the leadership change. The timing is notable given CTP’s usual 24-hour distribution practice.
