Brazil to Host Joint Public Hearing on E-cigarette Legislation
Brazil to hold public hearing on e-cigarette legislation, discussing production, import, sales, and control of vaping products.

According to the Brazilian news website Tribuna do Sertão, on May 16th, Brazil will hold a public joint hearing on the afternoon of May 21st to discuss a bill (PL 5.008/2023) regarding the production, import, export, sale, control, supervision, and promotion of e-cigarettes. Currently, e-cigarettes are banned in Brazil.

 

This hearing will be jointly hosted by the Committee on Economic Affairs (CAE), the Committee on Social Affairs (CAS), and the Committee on Transparency, Supervision and Control (CTFC).

 

The bill was proposed by Senator Soraya Thronicke (Podemos-MS). Soraya referenced a study from the Institute of Strategic Research and Consulting, which showed a significant increase in consumption. In 2018, the study found that 500,000 people used some type of e-cigarette in a 30-day period. According to the institute, this number is expected to increase to 2.2 million by 2022. In the Senator's assessment, simply banning the commercialization, importation, and advertising of e-cigarettes in Brazil is like covering the sun with a sieve. Therefore, the importance of regulation is evident.

 

Soraya pointed out that despite being banned by Brazil's National Health Surveillance Agency (Anvisa), the popularity of e-cigarettes in Brazil is increasing.

 

Senator Solara emphasized that the current simple ban has not effectively curbed the use of e-cigarettes, but instead has led to their circulation in the black market. Therefore, through systematic regulatory measures, both public health can be protected and the expansion of the illegal market can be controlled.
