China's E-Cigarette Exports to UK in November 2023

China's e-cigarette exports to the UK in November 2023 decreased by 20.89% compared to the previous month.

According to the updated trade data from the General Administration of Customs of the People's Republic of China, 2FIRSTS has compiled the e-cigarette export figures to the United Kingdom for November 2023 as follows:

The export value is approximately 95.24 million US dollars, representing a sequential decrease of 20.89% and a year-on-year decline of 24.06%.

The export volume is approximately 2,320 tons, marking a month-on-month decrease of 22.26% and a year-on-year decrease of 14.57%.

The export unit price has increased by 1.76% month-on-month, but decreased by 11.11% year-on-year, reaching $41.04 per kilogram. Meanwhile, the average price of "e-cigarettes and similar personal electronic vaporizers" is $4.71 per unit.

Among them, "e-cigarettes and similar personal electronic vapor devices" account for 16.52% of the export product category, while "non-combustible products containing no tobacco or reconstituted tobacco but containing nicotine for non-smoking use" account for 83.48%.

Russian police in Tambov have detained a man for storing and selling unmarked e-cigarettes. Over 150,000 counterfeit e-cigarettes, cartridges, and e-liquids were seized, valued at more than 126.5 million rubles (approximately USD 1.65 million). Tests revealed that the nicotine content of the seized products exceeded the levels stated on their packaging. A criminal case has been opened under Article 171.1, Part 6 of the Russian Criminal Code.

Councils Remove 1.2 Million Illicit Vapes from UK High Streets

UK council data shows that two illegal vapes were seized every minute in 2025, with a total of 1.2 million illicit vapes removed from high streets. Over the past year, authorities also seized millions of illegal cigarettes and other nicotine products. Police dismantle a network of 50+ stores selling unmarked nicotine products in the Moscow region

TASS reported that police dismantled a distribution network in the Moscow region selling nicotine-containing products, e-cigarettes and vapes without mandatory markings, with organizers earning more than 10 million rubles per month (more than about $130,000). Interior Ministry spokesperson Irina Volk said some items were labeled with counterfeit identification tools of the Chestny Znak system, while others had no codes.

Mexico moves to advance reforms regulating e-cigarettes and vapes

Mexico’s Chamber of Deputies Health Committee is expected to vote next week on reforms to the General Health Law that would regulate the prohibition, distribution, and sale of electronic cigarettes, vapes, and certain toxic substances, including fentanyl. Lawmakers from Morena insist the legislation must avoid loopholes and resist pressure from the tobacco industry.
