2Firsts, December 1, 2025 — According to TAPinto Coral Springs, officials in Coral Springs, Florida, are considering extending a moratorium on new smoke and vape shops for another six months as the city continues its review of zoning regulations and oversight measures.
The report notes that the city commission is weighing whether to extend the current moratorium to allow more time for regulatory research. The commission is expected to take up the issue at its regular meeting on Wednesday.
Earlier this year, the commission directed city staff to examine best practices for regulating smoke and vape retailers. Commissioner Joshua Simmons highlighted that such stores have expanded rapidly across Coral Springs in recent years.
City documents show that the first smoke and vape shop opened in Coral Springs in 2013. Twelve more opened through 2021, and another 11 have opened since 2022, bringing the total number of stores to 23.
These retailers primarily sell e-cigarettes used with liquids containing nicotine, flavorings or other chemicals; some products can also be used to consume marijuana or other substances. The stores additionally offer cannabis-related and CBD items.
Florida law prohibits the sale of edible CBD products—such as oils or gummies—to anyone under 18. The minimum purchase age for tobacco and e-cigarette products is 21.
As part of its review, the city is considering zoning changes that would impose restrictions on retailers using more than 20% of their floor area to sell tobacco, nicotine or CBD products (excluding medical marijuana). Officials are also evaluating requirements related to parking and minimum distances from schools, parks, houses of worship and other smoke shops.
Because the proposed rules are still under development, city documents indicate that officials have requested more time by extending the moratorium to complete their research and finalize the regulatory framework.
