2022-2023 Provincial E-Cigarette Delivery Logistics Service Procurement Project Open Bid Announcement.


China National Chemical Corporation Commercial Limited has been commissioned by Liaoning Tobacco Company's Shenyang branch to conduct an open bidding process within the People's Republic of China for the procurement of logistics services for the household distribution of electronic cigarettes throughout the province in the years 2022-2023 (project number: SYF0501021320220002, file number: 0747-2260SCCLN354). Qualified bidders are invited to participate in this bidding activity.


The purchasing needs of the bidder.


Service Procurement Details: Delivery of electronic cigarettes and related products for customers across the province (excluding Dalian city).


Service Term: The service term will begin from the date of contract signing and will end on December 31, 2023.


Within the validity period of the contract, Party A shall evaluate the performance and service quality of Party B each quarter. If the evaluation score is 80 or above, both parties shall continue to perform the contract. If Party B fails to meet the service quality requirements put forward by Party A during the contract period or violates the contract agreement, and Party A's evaluation score is below 80, Party A has the right to terminate the contract at any time.


The highest price limit of the project.


It is estimated that there will be 1000 orders per month for this project. The project will be executed using a framework agreement, and the specific quantity and amount will be based on the actual orders placed. In the context of this statement, "省内" refers to all areas within the province of Liaoning except for the cities of Shenyang and Dalian, while "市内" specifically refers to the city of Shenyang.

3. Qualification Requirements for Qualified Bidders


The bidder must be a domestic independent legal entity registered with the industry and commerce administration and capable of independently assuming civil liability.


Bidders consciously refrain from engaging in commercial bribery in the bidding field.


The bidding party possesses a strong commercial reputation and a solid financial accounting system.


Bidders must have a good record of complying with tax and social security payments in accordance with the law.


This project does not allow consortia to participate in the bidding process.


In this bid, bidders are not allowed to subcontract or transfer the project to another party.

The company must have the necessary business scope and capability to undertake this project, provide qualified goods that meet customer demands, offer adequate after-sales service for their products, and have road transportation and courier industry licenses.

Bidders are required to comply with the purchasing and management regulations, maintain a high level of integrity, possess a good reputation in the business community, exhibit strong risk management abilities, demonstrate a high standard of service delivery, and display proficiency in information technology and data management. Relevant documentation must be provided to support these qualifications.
