Global tobacco industry experts gathered in Shenzhen for the 2025 Global NGP Compliance Development Symposium, focusing on compliance trends.

The 2025 Global NGP Compliance Development Symposium, jointly organized by 2Firsts, successfully concluded in Shenzhen on January 9, 2025. The symposium aimed to promote global compliance development and advocate for companies to actively embrace the new era of compliance. More than 10 renowned compliance experts and industry representatives from China and around the world delivered keynote speeches in a combination of online and offline formats, attracting nearly 200 participants from various sectors, including international tobacco companies, top Chinese e-cigarette companies, leading supply chain companies, and researchers. The conference was organized by 2Firsts, a global leading NGP industry media.

At this symposium, several well-known Chinese e-cigarette testing organizations, including Skyte Testing, Element Testing, Webb Testing, and Impaq Testing, participated. These organizations focused on e-cigarette compliance issues in various global major markets such as Europe, Southeast Asia, the Philippines, and Australia, and delivered a series of keynote speeches. These speeches were insightful and forward-looking, providing crucial guidance for the development of the e-cigarette industry.

Dr. Liu Yujun, the Technology Director of Skyte, spoke on the topic of "New Trends in Tobacco Compliance in Europe in 2025" at the Chinese University of Hong Kong. With her deep expertise and precise insights into the European market, she provided an in-depth analysis of the new trends in tobacco compliance in the European market in 2025.

Liu Yujun shared substantial progress on the EU and UK disposable ban, and discussed the possibility of the ban being emulated. She pointed out that there is a possibility of the disposable ban being emulated, for example, with Belgium and France implementing similar bans, which may prompt other EU member states to see the ban as a solution to the issues of underage use and environmental impact. However, she believes that the feasibility of directly banning disposable products throughout the EU by amending TPD regulations in the future is low.

In addition, she also provided clear guidance on the regulatory approval process for innovative products such as 2+10 in Europe, detailing various aspects from the concept of the new product to the application documents. Finally, Liu Yujun made predictions on the regulatory trends for new tobacco products like nicotine pouches in Europe. She believes that Europe is likely to follow the United States in defining synthetic nicotine products as tobacco products and directly including them in the TPD and TRPR regulations for oversight.

Chen Xiaoyan, manager of the R&D department for Element Testing, delivered a keynote speech on "Insights and Recommendations on Compliance Trends in the Southeast Asian Market in 2025." With in-depth research and extensive experience in the Southeast Asian market, she analyzed the market entry standards and future development trends, providing practical information for e-cigarette companies planning to expand into these markets in 2025.

 

Chen Xiaoyan highlighted compliance requirements in Malaysia and Indonesia, covering production standards for devices and e-liquids, as well as providing a comprehensive overview of advertising, sales, and packaging regulations.

 

She believes that despite strict regulatory control in the Southeast Asian market, the e-cigarette market in the region is still showing growth. Especially in Malaysia, the proportion of e-cigarette users is significantly increasing, and the market is expected to continue expanding. However, the refinement of regulations and the increase in market entry barriers are also bringing new challenges to the industry's development.

 

Webb Testing general manager Xiong Minghui delivered a keynote speech titled "Compliance Trends Insights and Recommendations for the Philippines Market 2025". He provided a detailed overview of the compliance standards in the Philippines e-cigarette market, including the evolution of e-cigarette regulations in the Philippines, specific requirements for manufacturers under new regulations, changes and impacts on the market, as well as opportunities and challenges faced.

 

He stated that starting from June 1, 2024, the new technical regulations on mandatory product certification for vapor nicotine and non-nicotine products will be officially enforced. Products without the PS certification mark will not be allowed to be sold in the market, which has had a serious impact on exports to the Philippines market. Additionally, the regulations for the e-cigarette market in the Philippines have been constantly updated in recent years, impacting manufacturers in various ways such as ICC marks no longer being recognized, product capacity must be indicated, and certification labels need to be updated.

 

Subsequently, Xiong Minghui conducted a detailed analysis on the testing period, packaging design guidelines, product risk assessment, and factory capacity assessment in the Philippine market, providing clear guidance for those working in the Philippine market.

 

Frank Lin, the Chief Technology Officer of Impaq Testing's e-cigarette project, delivered a keynote speech titled "Insights and Recommendations on Compliance Trends in the Australian Market by 2025". Drawing on his extensive experience and expertise in the e-cigarette industry, he provided a comprehensive analysis of compliance trends in the Australian market for the year 2025.

 

He provided a detailed explanation from the perspective of the history and regulatory background of e-cigarette regulations in Australia. He meticulously outlined the timeline of the regulations and elaborated on the regulatory requirements of the Australian market from various dimensions such as ingredients, packaging, and containers.

 

In addition, he also detailed the requirements and application process for therapeutic e-cigarette devices and accessories, providing Chinese manufacturers with clear guidance for entering the Australian market.

 

After the symposium ended, participants gave feedback, saying that the information provided valuable guidance for them when expanding into different markets.
