Lithuania to Implement Revised Tobacco and Related Products Control Law
Lithuania to implement new tobacco control laws in 2025, prohibiting public display of tobacco products in retail locations.

Recently, the official website of the Lithuanian State Medicines Control Agency announced that starting from the beginning of 2025, the Republic of Lithuania will implement a revised version of the law regulating tobacco, tobacco products, and related products. The new law amends the retail management regulations for tobacco and related products. According to Article 151 of the law, retail locations will be prohibited from openly displaying tobacco and tobacco-related products and devices.


This ban does not apply to products sold in tobacco shops and tobacco product counters, as long as they are not displayed in store windows or other external devices outside the store or counter.


Furthermore, Article 17, Paragraph 1 of the law also sets forth regulations prohibiting tobacco product advertisements. However, retail locations are still allowed to provide some non-advertising information about tobacco products, such as manufacturer information, the names of the tobacco products and related equipment being sold, as well as pricing information for single or multiple packs of tobacco products, and phrases like "for sale" or "sold.


According to Article 17, Section 6 of the law, this type of information can only be displayed at locations where tobacco products and related equipment are sold, and is prohibited from being published on advertising materials such as brochures and flyers that consumers can take away. Additionally, it is forbidden to provide counterfeit products and images of tobacco products, related products, or their individual packages and equipment in retail locations. In accordance with Sections 3 and 5 of Article 17, any other unspecified visual or graphic information is prohibited from being displayed at retail locations.


The Ministry of Economy and Innovation of the Republic of Lithuania announced on September 23, 2024, the issuance of Order No. 4-495, which provides detailed regulations on the display of information regarding tobacco products at retail locations. These rules will officially come into effect on January 1, 2025.
