Maldives Implements World's First Generational Prohibition on Tobacco, Banning Sales and Smoking for Those Born After 2007
The Maldives has implemented a generational tobacco ban, effective November 1, 2025, making it the only country to permanently prohibit anyone born on or after January 1, 2007 from buying or using tobacco. Initiated by President Mohamed Muizzu, the policy aims to create a tobacco-free generation and includes a nationwide ban on e-cigarettes, with fines up to 50,000 rufiyaa (US$3,200) for violations.

2Firsts, November 2, 2025 —The Maldives has officially enacted a generational tobacco ban, becoming the world’s only nation to permanently prohibit a generation from smoking.

 

The measure, introduced by President Mohamed Muizzu, took effect on November 1 and aims to “protect public health and promote a tobacco-free generation.”

 

Anyone born on or after January 1, 2007, is prohibited from purchasing, using, or being sold any tobacco products. The ban applies to all tobacco forms and visitors across the Maldives’ 1,191 islands.

 

Retailers are required to verify age before sale, and strict penalties apply for violations. Selling tobacco to minors carries a fine of 50,000 rufiyaa (US$3,200), while vaping offences incur fines of 5,000 rufiyaa (US$320).

 

The country also maintains a nationwide ban on e-cigarettes and heated tobacco, prohibiting import, sale, possession, and use for all individuals.

 

According to the Health Ministry, the initiative is part of a broader effort to reduce smoking-related disease and early deaths. The UK is pursuing a similar generational ban, while New Zealand, the first country to implement one, repealed it in 2023.

A federal judge in Texas on Oct. 8 granted a joint request by the FDA and plaintiffs including Altria subsidiaries Helix Innovations and NJOY to stay litigation challenging the agency's 2021 PMTA rule. The court cited FDA's anticipated rulemaking concerning the regulation at issue. FDA announced on Sept. 28 that it intends to reassess the PMTA framework and could initiate new rulemaking to replace it. The parties must file a joint status report within 45 days and every 45 days thereafter. A motion by three Reynolds American companies to intervene remains pending.

German Tobacco Tax Revenue Falls 10.8% Through August as Tax-Paid Cigarette Volume Drops 12.6%
Germany collected €9.789 billion in total tobacco tax revenue from January through August 2026, down 10.8% from a year earlier, according to the Federal Ministry of Finance. Germany's tobacco tax base covers not only cigarettes and fine-cut tobacco but also heated tobacco and vaping liquids taxed as tobacco substitutes. The German Association of the Tobacco Industry and Novel Products, or BVTE, citing federal statistical data, said tax-paid cigarette volume fell 12.6% to 40.6 billion sticks. BVTE is using the latest figures to argue against further tax increases planned from 2027 through 2030, while Germany's parliament is scheduled to hold a first reading of the bill on September 24.

According to The Maritime Executive on August 19, 2026, the Australian Border Force (ABF) and China’s Anti-Smuggling Bureau of General Administration of China Customs worked together to dismantle an international illicit tobacco smuggling network targeting Australia. According to information released by ABF on August 20, sustained information sharing and cooperation led to investigations into 112 shipping containers, with 91 found to contain illicit tobacco. Authorities seized more than 60 million cigarettes and 60 kilograms of loose-leaf tobacco, representing more than A$92 million in unpaid duties. More than 60 people suspected of involvement in the network were arrested in China.

Japan Tobacco International (JTI) has introduced PERLZ nicotine pearls in the UK, expanding its oral nicotine portfolio beyond conventional nicotine pouches. The fully dissolvable, multi-layer pearls are placed under the tongue and come in Mint and Berry flavors at concentrations of 1mg/g and 2mg/g, equivalent to approximately 0.3mg and 0.5mg of nicotine per pearl. UK retailer Haypp published four 30-pearl dispenser listings on July 31, 2026, followed by three 10-pearl sachet products on August 17. The dispensers retail for £6.50, while the sachets cost £2.50.

KT&G will launch the lil Tonino Lamborghini heated tobacco device in Seoul on September 15, 2026. The product introduces a new heating technology called Flashwave Heating, which uses microwaves to heat tobacco sticks internally and delivers a manufacturer-rated heat-up time of about three seconds. The device features an all-metal aluminum body, a color display and a dedicated GUI, and launches alongside a new line of NAU tobacco sticks that are incompatible with existing lil consumables. Korean media describe the product as KT&G's first new heated tobacco platform since lil AIBLE was introduced in 2022.
