Meeting between China's State Tobacco Monopoly Administration and China Coast Guard
State Tobacco Monopoly Administration and China Coast Guard officials discuss cooperation in combating tobacco smuggling at sea in Beijing.

On December 19, the Secretary of the Party Committee and Director of the State Tobacco Monopoly Administration, and General Manager of the China National Tobacco Corporation, Zhang Jianmin, held talks in Beijing with the Political Commissar of the China Coast Guard, Li Songde, exchanging views on promoting the anti-smuggling work at sea.


Liu Sanjiang, a member of the Party Group and Deputy Director of the National Bureau, Liu Houjie, Deputy Political Commissar and Secretary of the Discipline Inspection Commission of the China Coast Guard, and Zhang Jianming, Chief of the Law Enforcement Department of the China Coast Guard, held a meeting together.


Officials from the National Bureau and the China Coast Guard participated in the meeting.

Indonesia will strengthen surveillance of vapes amid growing concerns over drug-laced e-cigarettes. The National Food and Drug Monitoring Agency, or BPOM, will soon take charge of monitoring nationwide vape distribution and said it will work with the National Narcotics Agency, or BNN. BNN recently floated a plan to completely ban e-cigarettes, saying a total ban was the only way to prevent liquid narcotics.

Imperial Brands said it will gradually close the Reemtsma factory in Langenhagen near Hanover by 2027 after efforts to find a buyer failed to produce a sustainable agreement. The factory has produced cigarettes since 1971 and currently affects around 600 employees. Lawmakers from Romania’s USR, PSD and PNL have submitted a bill that would ban e-cigarettes, vapes and heated tobacco devices in all enclosed public spaces. The proposal would redefine “smoking” so that inhaling aerosols produced by heating or vaporizing products containing tobacco, nicotine or other substances intended for inhalation would also be considered smoking, except for medical-use products.

RJR Vapor Loses Tax Refund Case as Texas High Court Finds VELO Pouches Taxable
The Texas Supreme Court issued a case summary on May 8, 2026, describing its decision in Hancock v. RJR Vapor Co. LLC. The dispute centered on whether RJR Vapor’s VELO oral nicotine pouches are taxable as “tobacco products” under the Texas Tax Code. Lower courts had held that the pouches were not taxable tobacco products, but the Texas Supreme Court reversed, concluding that VELO pouches are taxable because they are made of “a tobacco substitute.”
