New Law in Russia Imposes Fines for Illegal E-cigarette Carrying
Russia's State Duma has passed a bill imposing a maximum fine of 25,000 rubles for illegally carrying e-cigarettes exceeding standards.

According to a report from TASS on September 26th, the Russian State Duma has passed a bill during its final reading that imposes a maximum fine of 25,000 rubles on individuals who illegally carry e-cigarettes with a capacity exceeding the specified standards within the territory of the Russian Federation.

 

The document, proposed in January by representatives from the United Russia Party and the Liberal Democratic Party, outlines a new version of Article 14531 of the Russian Federation Administrative Offenses Code. This article establishes the responsibility of citizens for the illegal transportation of tobacco products that exceed established standards within the territory of the Russian Federation. The discussion revolves around tobacco products that are not specifically labeled according to Russian Federation law, including those from the Eurasian Economic Union (EAEU). Citizens found in violation of these regulations will face fines ranging from 15,000 to 25,000 rubles, as well as confiscation of the products.

 

Under the new regulations, individuals who illicitly transport nicotine-containing products within the territory of the Russian Federation will face equal responsibility. As per the current standards, this includes all e-cigarettes, both those that do not contain nicotine and those that do, as well as heated tobacco.

 

The Russian Law on Protecting Citizens' Health from the Effects of Environmental Tobacco Smoke, Tobacco Consumption, or Nicotine Consumption stipulates restrictions on the transportation of unlabeled tobacco and nicotine-containing products by individuals within the territory of the Russian Federation. The current regulations prohibit citizens from carrying more than 200 cigarettes or heated tobacco products nationwide, as well as nicotine products that exceed 5 units and have an overall volume not exceeding 20 milliliters.
