
According to a report by RIA Novosti on October 19th, Russian President Vladimir Putin has signed a law imposing a maximum fine of 25,000 rubles on individuals transporting unmarked nicotine-containing products exceeding allowed limits, such as e-cigarettes. The document has been published on the official website of legal acts.
For many years, Russian legislation has imposed restrictions on the transportation of unlabeled tobacco products: individuals are only allowed to transport up to 200 cigarettes, 50 cigars or small cigars, and 250 grams of tobacco.
In the summer of 2023, the scope of restrictions on nicotine-containing products without proper labeling has expanded. It now allows for the transportation of up to 200 units of heated tobacco products, as well as a total of no more than 5 units of other nicotine-containing products. The liquid content should not exceed 20 milliliters. Meanwhile, the Russian Federation's administrative violation law continues to hold individuals responsible for illegally transporting tobacco products.
The new law has eliminated this disparity, imposing administrative fines ranging from 15,000 to 25,000 rubles on cases of illegal transportation of nicotine products (i.e., those without labels and exceeding permissible standards). Additionally, similar to tobacco products, the contraband items will be confiscated.
