
According to a report by Malaya on July 12th, Filipino Senator Robin Padilla has proposed a bill seeking stricter regulation of e-cigarette products to ensure that "regardless of quantity, no e-cigarette product shall contain HHC (hexahydrocannabinol).
Senate Bill No. 2729 aims to amend Bill No. 11990 passed in 2021, also known as the "Vaporized Nicotine and Non-Nicotine Product Regulation Act." The bill primarily regulates the import, sale, packaging, distribution, use, and promotion of vaporized nicotine and non-nicotine products, as well as new tobacco products.
Although advocacy groups have praised the passage of this law for providing regulated less harmful alternatives for Filipino smokers, one of the latest products in global technological development is a new smoking method conducted through the use of a so-called hexahydrocannabinol (HHC) e-cigarette.
Padilla stated that manufacturers, importers, distributors, retailers, and consumers of HHC e-cigarettes will be punished according to the penalties outlined in the Comprehensive Dangerous Drugs Act of 2002 (RA 9165).
