Regulations on E-cigarette and Tobacco Shops in Denison City
Texas city of Denison faces increasing applications for e-cigarette and tobacco shops, prompting efforts to regulate public health concerns.

According to a report by KXII on August 6th, the city of Denison, Texas in the United States has been receiving increasing applications to open e-cigarette and tobacco shops. Mary Tate, Director of Development Services for Denison, stated that currently there are no regulations regarding the location of e-cigarette shops in the city. Authorities are working to establish rules to ensure a decrease in public health and safety risks, as e-cigarettes are considered harmful to health and easily accessible.


It has been reported that relevant departments are seeking opinions from city council members on possible regulations. Two alternative proposals are being considered: a complete ban on e-cigarettes and tobacco shops, or requiring a "Conditional Use Permit" (CUP) in certain zones. Councilwoman Tate mentioned that both options would require a significant amount of notification to all surrounding businesses.


We just want to ensure that we are taking appropriate measures to reduce risk by placing stores in areas allowed by the municipal government, rather than near places like schools or churches.


Lawmakers agreed to consider the second option, which involves implementing zoning regulations for these shops. She also stated that the city government will continue to work with existing vendors, and that this proposal is simply an effort by the city government to demonstrate "intention and strategy" in these locations. All of this is still in the discussion phase.

The U.S. FDA authorized 24 VELO nicotine pouch products from a British American Tobacco subsidiary, raising the total number of authorized products from 43 to 67, a 55.8% increase. The newly authorized 4 mg products include lime and passion fruit flavors and feature certified child-resistant packaging. VELO's first FDA marketing authorization adds BAT to a list previously limited to PMI and Altria products, while bringing the agency's nicotine pouch review pilot total to 47 authorized products.

Wisconsin Vape Directory One Year On: Retailer Reports Four Store Closures and 70% Staff Cuts
Wisconsin's electronic vaping device directory has been fully enforced for more than a year, and local vape retailers say the reduced range of eligible products has contributed to declining sales, store closures and layoffs. Johnny Vapes owner Ben Hall said he has closed four of seven locations and cut about 70% of his staff. State law bars the sale of vaping devices not listed on the Wisconsin Department of Revenue directory and allows penalties of $1,000 per day for each unlisted device sold or offered for sale. In April 2026, the U.S. Court of Appeals for the Seventh Circuit allowed enforcement of the law to continue.

At the 2026 NACS Show in Las Vegas, Philip Morris International (PMI) showcased its ZYN nicotine pouches, IQOS heated tobacco products and U.S. investments. A 2Firsts review of FDA records found that several ZYN products displayed at the booth were not on the agency's marketing authorization list, including certain nicotine strengths and flavors. Japan Tobacco (JT) launched a refreshed Ploom CUBE design in Japan on September 8, 2026, with broader convenience-store and tobacco-retail distribution planned from October 13. The updated device retains the existing Rounded Cube form and heating platform while replacing four previous body colors with Pebble White and Cobalt Black. JT is also introducing new Front Panels and Fabric Back Covers, although the new accessories are not compatible with the previous Ploom CUBE design. The company says the update is intended to broaden appeal among younger male and female users.

Zhang Xiaotang Appointed Deputy Director of China’s Tobacco Regulator, Adding Another Finance-Background Official to Top Leadership
China’s State Council has appointed Zhang Xiaotang as deputy director of the State Tobacco Monopoly Administration, with the regulator’s official website now listing him as a Party leadership group member and deputy director. Zhang previously led Hebei China Tobacco and earlier headed the STMA’s finance and audit department. His appointment follows the elevation earlier this year of former tax official Yao Laiying to head the STMA, adding another senior official with a strong fiscal or financial-management background to China Tobacco’s top leadership in 2026.
