Russia considers digital tagging for e-cigarette products to strengthen industry regulation
Russia is considering digitizing e-cigarette products for better industry regulation, aiming to protect consumers and prevent counterfeit products.

According to Interfax, Russia is considering extending digital marking/labeling requirements to vaping products as part of efforts to tighten regulation, with the proposal currently under review. 

 

Speaking during a “government hour” session in the Federation Council, Rospotrebnadzor head Anna Popova (Анна Попова) said vaping poses health risks to adults and, in particular, teenagers, and argued that digital marking would be the quickest way to deliver measurable enforcement outcomes.

 

Popova said that once digital marking is introduced, regulators can clearly track “how much there was and how much there is now,” enabling stronger accounting, monitoring, and visibility into what is actually circulating in the market. She added that without digital marking—given the scale of the vaping market—effective oversight of sales would be significantly harder to achieve.

HM Revenue & Customs (HMRC) has released sample images of the UK’s transitional vaping duty stamps, showing red and yellow versions ahead of the new Vaping Products Duty and Vaping Duty Stamps Scheme starting on October 1, 2026. Transitional stamps contain physical security features but no digital scanning function. Approved businesses may purchase them through November 30 and affix them through December 31. China’s vape exports to the U.S. reached approximately $1.58 billion in the first half of 2026, remaining broadly stable from a year earlier but still below previous growth momentum. 2Firsts’ analysis of China Customs data shows that the U.S. market has not simply returned to its previous trajectory after the enforcement shock and inventory-driven swings of 2025. Instead, export momentum is shifting across product categories. Vaping devices and atomization hardware increased 15.2% year over year, while 6-methyl nicotine-related and other nicotine substitute products surged 234.7%. Meanwhile, traditional nicotine-containing vaping products continued to face pressure.

China-based Shenzhen Huabao Collaborative Innovation Technology Research Institute Co., Ltd. has filed a patent application for a nicotine-ascorbic acid cocrystal, exploring a new solid-state form of nicotine. The patent proposes applications across e-liquids, heated tobacco sticks, oral tobacco, chewing tobacco and snuff. In nicotine pouch tests disclosed in the filing, cocrystal formulations showed less than a 6% decline in nicotine content after three months of accelerated storage and a release profile combining early-stage release with sustained delivery over 60 minutes.
