According to a statement from Russia’s Volgograd regional police, economic security officers halted alleged illegal activity by a 43-year-old local resident accused of purchasing, storing, and selling nicotine-containing products.
Investigators allege that from January 2023 to November 2025, the suspect bought disposable electronic nicotine delivery devices and refill liquids from unidentified sources without mandatory markings required by law. Police say he used two retail outlets located in Volgograd’s Central and Dzerzhinsky districts to store and sell the products.
During enforcement actions, officers seized 813 disposable devices and cartridges, along with 1,076 bottles of refill liquid. The total value was reported to exceed RUB 3.3 million (about US$42,900+, using RUB 1 = US$0.013). The suspect admitted guilt and said he did it to improve his financial situation.
A criminal case has been opened under Part 6 of Article 171.1 of the Russian Criminal Code, covering large-scale acquisition, storage for sale, and sale of goods without required labeling and information.
