According to BUH.1C, Russia’s Ministry of Industry and Trade has proposed extending the labeling pilot for reusable e-cigarettes and similar personal electric vaporizing devices until August 31, 2026. A draft government decree has been published on the unified portal for posting drafts of normative legal acts.
Since July 14, 2025, Russia has been running Phase IV of its radio-electronic product labeling experiment, under which voluntary labeling was introduced for reusable e-cigarettes and similar personal electric vaporizing devices. Manufacturers, importers and retailers, as well as electronic document management operators and fiscal data operators, participate in the pilot on a voluntary basis.
Under the original government decree dated July 5, 2025 (No. 1015), the pilot was set to run through February 28, 2026. The ministry now proposes shifting the end date to August 31, 2026.
The ministry said extending the pilot period would allow market participants to carry out additional work to configure technical solutions and business processes developed under the experiment, including applying identification means to packaging and interacting with the labeling information system.
