Russian Duma Passes E-Cigarette Regulation Law to Protect Minors
Russian parliament approves e-cigarette regulation bill to limit additives and prohibit sales to minors.

On April 11th, the Russian State Duma voted to approve a bill regulating e-cigarettes during a Tuesday plenary session. The new law bans the sale of e-cigarettes to minors and places restrictions on the use of additives in the manufacturing of e-cigarette products.


Tobacco lobbying groups have previously clashed with the National Duma.


Fyodor Tumusov, the first deputy chairman of the State Duma Health Committee, stated that there was a clash between the State Duma and tobacco lobbying groups when passing a law prohibiting the sale of e-cigarettes to minors.


Fyodor Tumusov stated that the bill prohibiting the sale of e-cigarettes to minors was put in place to safeguard the health of young people. This ban includes e-devices and their consumables that do not contain nicotine. The State Duma has discussed this issue for quite some time but tobacco lobbying groups are very powerful. Ultimately, public pressure helped push the bill through. Tumusov also noted that e-cigarettes are becoming increasingly popular among young people and children.


He emphasized that "it is prohibited to sell e-cigarettes to children at any retail store. Businesses must follow the law and salespeople are not allowed to sell to minors. Of course, there will still be violators. These people will be fined and if it's not their first offense, they will be fined until their store is shut down.
