Russian Lawmakers Propose Legislation to Ban Online Tobacco Advertising
Russian lawmakers propose legislation to ban online nicotine product ads, aiming to combat illegal sales on websites and social media.

According to a report by REN on June 19, Russian State Duma deputies have drafted and submitted legislation requiring website owners to remove advertisements for remote sales of nicotine-containing products (such as regular cigarettes, e-cigarettes, tobacco, etc.) from their resources, and allowing the blocking of violating websites without the need for a court decision.

 

Some legislators said,

 

Websites, social media, and instant messaging services have become the largest and fastest growing channels for the distribution of counterfeit smuggled tobacco and nicotine products.

 

Members of parliament emphasized that although remote sales of nicotine products are banned in Russia, the current enforcement mechanisms are not effective enough because blocking websites that violate this law requires a court order, a process that could take up to three months. In order to address this issue, lawmakers have proposed amending the "Information, Information Technology and Information Protection Law" to include new provisions requiring owners of internet resources to actively seek out and remove advertisements related to the online sale of tobacco and e-cigarettes. They noted that similar measures have successfully prevented remote sales of alcohol.

 

This legislative proposal was signed and submitted by legislators Aidar Metshin, Alexey Weller, Anatoliy Voronovskiy, Ruslan Gazhiyev, Anton Getta, Oleg Dimov, Artem Kiryanov, Andrey Lugovoy, Leonid Ogul, Alexandr Spiridonov, Ayrat Farrakhov, and Tamara Frolova.
