2Firsts, Nov. 11, 2025 — According to Yakutia 24, members of Russia’s State Duma are preparing to discuss a legislative proposal introducing a complete ban on vape sales across the country.
Aleksey Volotskov, a member of the Duma’s Committee on State Building and Legislation, told TASS that the number of vape users in Russia has multiplied several times over the past five years, with a 52% increase recorded since the beginning of 2025.
“A full ban on the sale of vapes is urgently needed, along with serious administrative and possibly criminal penalties for their sale and transportation,” said Volotskov. “When the number of users reaches millions, there is no other way — it’s a matter of national security and the health of an entire generation.”
The lawmaker added that taxes, excise duties, or fines cannot restore public health, warning that the long-term consequences of vaping over 15–20 years remain unknown.
Volotskov also noted that the illegal vape market accounts for roughly 80% of the industry, underscoring the difficulty of effective regulation.
The initiative follows President Vladimir Putin’s endorsement last week of a proposal to ban vape sales nationwide. The president’s remarks have since gained strong backing from both government officials and public health experts.
