Russia’s St. Petersburg Sets Up Working Group to Consider Citywide Vape Sales Ban
Russia’s St. Petersburg legislature has formed a working group to explore tougher controls on vape trade and sales, including the option of a citywide sales ban. The group is set to convene on Jan. 26 with participation from lawmakers, civil society and law enforcement. The move comes as Russia’s federal authorities continue to debate legislation that could allow regions to impose their own restrictions on vapes.

According to ZakS politika, St. Petersburg’s legislative assembly has established a working group under its Budget and Finance Committee to examine potential restrictions on vaping products in the city. Committee head and deputy Denis Chetyrbok said the group will meet on Jan. 26, bringing together lawmakers, public representatives and law enforcement.

 

Chetyrbok said the group will prepare proposals to amend rules governing vape trade, and will also consider the prospect of a full ban on vape sales across St. Petersburg, framing tougher measures as a priority given public health concerns.

 

Parliament speaker Alexander Belsky said two approaches are under review: a total ban or “maximum” strict restrictions, noting that the idea to create the group was raised by the St. Petersburg branch of the Народный фронт (People’s Front).

 

The report added that the city’s initiative follows broader federal-level discussions in Russia, including a draft bill that would allow regions to independently restrict vape circulation. St. Petersburg has already adopted measures tightening vape circulation, such as restricting retail sales to minors.

 

Previously, Byers also expressed support for a total ban on e-cigarettes.

U.S. Expands Illicit Vape Enforcement as ATF Brings PACT Act Powers Into Trade Fraud Task Force
The U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives said on September 23 that it has joined the interagency Trade Fraud Task Force to strengthen enforcement against illegal, misdeclared and smuggled vape and tobacco products. ATF will bring its authority under the Prevent All Cigarette Trafficking Act into the task force, including registration, reporting, shipping and record-inspection requirements covering interstate sales of electronic nicotine delivery systems. ATF said the move will strengthen its ability to trace illicit products from U.S. points of entry through domestic trafficking and distribution networks.

PMI U.S. lists the new 1.5 mg and 8 mg strengths as commercially available, but as of September 10 they do not appear on the FDA’s public authorization list. Public materials do not identify which PMTA submissions cover the two new strengths or their current review status.

JTI nicotine pouch brand Nordic Spirit has entered a long-term partnership with Manchester’s Co-op Live, becoming the venue’s Official Nicotine Pouch Partner. The 23,500-capacity venue is the UK’s largest indoor live entertainment arena. Nordic Spirit will run in-venue activations for existing adult nicotine consumers and sell products at selected arena bars. The agreement was entered into before the relevant UK sponsorship restrictions were introduced, while the government intends to implement a comprehensive ban on advertising and sponsorship of vaping and nicotine products from June 1, 2027.
