According to a report by N.News on December 24th, despite previous reports that public hearings related to the implementation of the emergency martial law decree would be postponed indefinitely, the public hearing regarding the South Korean "Tobacco Industry Law" will still proceed as scheduled.
According to reports, the upcoming hearing will focus on the regulation and taxation of synthetic nicotine products. The outcome of this discussion could have a significant impact on the passage of future legislation.
On the 24th, industry sources revealed that a hearing is scheduled to be held on the 27th at 9:30 a.m. under the auspices of the Congressional Budget Committee. The meeting will primarily discuss regulatory and taxation schemes that would treat synthetic nicotine e-cigarettes the same as traditional tobacco products. Previously, the bill had been deliberated by the Economic and Fiscal Subcommittee of the Budget Committee on November 27, but no conclusion was reached. If the amendment is approved after discussion at this public hearing, synthetic nicotine e-cigarettes will be subject to the same regulations and taxation as regular cigarettes.
However, retailers selling synthetic nicotine e-cigarettes are concerned that their livelihoods will be negatively impacted, while consumers using synthetic nicotine products as smoking cessation aids believe that this restricts their freedom of choice.
A industry official stated that
Despite the ongoing debate over the regulation of synthetic nicotine, multiple groups, including youth organizations, have emphasized the urgent need for new regulations as the harm it poses becomes increasingly apparent. There is a growing consensus in society about the necessity of these regulations.
