Ukrainian Parliament to Discuss Tax Regulation Law Framework Amendment
Ukraine's parliament to discuss draft law aimed at regulating alcohol and tobacco production and trade within customs jurisdiction.

According to the United Nations News Network (UNN), on April 24th, the Ukrainian Verkhovna Rada (parliament) plans to discuss draft legislation numbered 10346 in an upcoming session. This draft legislation aims to improve the legal framework for the production, trade, and circulation of taxable goods such as alcohol and tobacco products within Ukraine's designated customs territory.

 

The draft proposal stipulates:

 

  • Improve the national registration structures and procedures for regulating the production and distribution of alcohol, tobacco products, e-liquid, etc.
  • In order to prevent the illegal production of tobacco products, a licensing system for the cultivation and fermentation of tobacco raw materials has been introduced.
  • Simplify the process of obtaining licenses by proposing to transition from paper licenses to electronic forms.
  • All business activities requiring permits will now be issued indefinite licenses.

 

Within one working day of receiving the application for a license to conduct relevant business activities, an automatic licensing process is introduced for businesses retailing alcohol, tobacco products, e-liquids, and storing fuels not intended for resale to others and specifically used for personal consumption and/or industrial processing.

 

It is worth noting that the European Business Association (EBA) pointed out in February that businesses have expressed concerns about certain provisions in the draft legislation, particularly regarding the revocation of licenses. The organization believes that this measure will put pressure on businesses.
