Vietnam to Ban E-Cigarettes and Heated Tobacco Products Starting in 2025
Vietnam's National Assembly has passed a resolution to implement a comprehensive ban on the production, sale, import, storage, transportation, and use of e-cigarettes and heated tobacco products starting in 2025.

According to VN Express reports on November 30th, the Vietnamese government plans to ban e-cigarettes starting in 2025.


On November 30, with 458 out of 460 delegates in attendance and in favor, the Vietnamese National Assembly passed a resolution on the questioning activities of the fifteenth session of the eighth National Assembly. The resolution aims to protect public health by banning the production, sale, import, storage, transportation, and use of e-cigarettes, and requires the government to take concrete measures.


Previously, Vietnamese Minister of Health Dao Hong Lan emphasized that e-cigarettes are harmful to health and should be banned. Members of the parliament also unanimously agree that it is necessary to increase regulations to prohibit and strictly control illegal trading activities.

Australia’s tobacco excise debate is increasingly exposing differences within the governing Labor Party. According to VitalLaw on August 27, 2026, the U.S. Court of Appeals for the Fifth Circuit vacated an FDA marketing denial order (MDO) against NicQuid LLC, ruling that the agency’s comparative-efficacy standard for electronic nicotine delivery system (ENDS) applications had become a substantive rule requiring notice-and-comment rulemaking under the Administrative Procedure Act (APA). The court did not reject FDA’s authority to compare the public health benefits and risks of flavored vapes, but held that the agency could not establish a broadly binding standard through informal adjudications. The case was remanded to FDA for further proceedings.

PMI Global R&D Chief Meets Chinese Tobacco Regulator as China Advances Heated Cigarette Standards
Philip Morris International’s global R&D chief Michele Cattoni met Liu Sanjiang, deputy director of China’s State Tobacco Monopoly Administration, in Beijing on Aug. 27. The meeting comes as China advances mandatory standards for heated cigarettes and nicotine pouches, laying groundwork for their domestic introduction. Cattoni has held senior roles in PMI’s heated tobacco development, while China’s draft standard covers multiple heating architectures, including systems similar in principle to PMI’s IQOS ILUMA technology.
