Azim Chowdhury, a partner at the law firm Keller and Heckman, participated in the symposium and delivered an online presentation titled "Analysis and Prediction of Compliance with the 2025 U.S. Market".

Chowdhury reviewed the historical background of FDA regulation of tobacco products, noting that its regulatory scope has expanded to include new products such as e-cigarettes. He emphasized that the standards for PMTA approval are very high, especially for flavored products, which must demonstrate their relative effectiveness in helping adult smokers quit. Additionally, he discussed the importance of scientific evidence and access to devices in obtaining FDA authorization. In conclusion, he summarized FDA's enforcement priorities and urged companies to actively participate in the PMTA process to ensure compliance and avoid enforcement actions.
