
The Eurasian Economic Commission (EEC) has announced plans to introduce reusable electronic cigarette labels within the territory of the Eurasian Economic Union (EAEU).
The Council of the Eurasian Economic Commission has reviewed a proposal from the Kyrgyz Republic and decided to introduce standard labeling for reusable electronic cigarettes and similar personal vaporizers across the member countries of the Eurasian Economic Union, according to reports.
It should be emphasized that prior to October 1st, 2022, it will not be prohibited for non-labeled products to enter circulation. Each country will have the right to independently determine the introduction date and marking procedures within their territory, and notify the European Economic Community no later than six months prior.
Vahagn Ghazaryan, Director of Tariff and Non-Tariff Regulatory Department at the EEC, has announced that labeling operators from various countries will interact within the cross-border trade framework using identification methods stipulated by the basic system technology organizational model for labeling goods in the EAEU.
The EEC Council added that in some EAEU countries, electronic cigarettes are subject to taxation, which means that additional requirements can be established at the national legislative level that would incorporate anti-counterfeiting measures in the product materials.
Russia has introduced a digital labeling system called the "Honest Mark" since 2019. In August, the Russian Federal Ministry of Industry and Trade issued a document stating that mandatory digital labeling for electronic cigarettes and nicotine-containing liquids will be implemented in Russia from November 1st.
Currently, dairy products and mineral water have been labeled during the production stage, as have tobacco, pharmaceuticals, tires, perfume, light industry goods, shoes, leather jackets, and photographic equipment.
