Russian President Vladimir Putin expressed concerns about youth e-cigarette use during a lecture in Tuvakzyle. Law to ban e-cigarettes submitted.

According to a report on September 2nd by Life.Ru, Russian President Vladimir Putin expressed concern over the use of e-cigarettes by teenagers.

During a "keynote lecture" held at a school in Tuwakzile city that day, a participant suggested raising e-cigarette taxes and using the revenue to build sports facilities.

In response, Putin said that teenagers using e-cigarettes is a matter worthy of attention.

It is very valid for you to be concerned about teenagers using these e-cigarettes. Indeed, it is something worth worrying about.

According to reports, a draft law to ban e-cigarettes has been submitted to the Russian State Duma. At the end of August, the Russian Ministry of Health reported that users of e-cigarettes are at risk of developing a new lung disease called EVALI. This is an acute lung injury directly related to the use of e-cigarettes. Symptoms are similar to those of COVID-19, including fatigue, fever, cough, and shortness of breath.

President Donald Trump signed the Continuing Appropriations Act, 2026 (H.R.5371) on November 12, Section 772 of Part B—the Agriculture, Rural Development, FDA, and Related Agencies Appropriations Act (S.2256)—requires the FDA to allocate no less than $200 million in tobacco user fees to enforce regulations against illegal e-cigarettes, vapes, and other ENDS products. Argentine province of Santa Fe passes bill expanding smoking regulations to include e-cigarettes and heated tobacco products

The Santa Fe Provincial Chamber of Deputies has passed a bill amending the 2005 Provincial Anti-Smoking Law (No. 12,432) to include e-cigarettes, vaping devices, and heated tobacco products. Lawmaker Sonia Martorano, who authored the initiative, said the reform aims to strengthen prevention policies amid growing youth use, stressing that “even without nicotine, these devices are toxic.”
