Joint Operation by Trading Standards and Law Enforcement in Darlington
UK Darlington City Council Trading Standards and city enforcement officers assisted police in a joint operation uncovering illegal goods hidden in two vehicles.

According to British media outlet The Northern Echo, the Darlington City Council's Trading Standards Agency collaborated with city enforcement officers to assist the police in a joint operation.

 

During the operation, it was discovered that two vehicles were being used as containers to conceal illegal goods.

 

These businesses have been found to employ advanced covert tactics to store illegal cigarettes and e-cigarettes. Without the assistance of Griff, Bran, and Cooper (tobacco detection dogs from BWY Canine), identifying these items would be extremely difficult.

 

Shaun Trevor, the head of the trade standards team at Darlington City Council, has warned that anyone found selling illegal e-cigarettes or cigarettes, especially to children, can expect a visit from law enforcement.

 

He also stated that he will take further action to stop the circulation of these illegal products in Darlington and will maintain a zero-tolerance stance towards this illicit trade.

 

A total of 1269 packs of cigarettes, 250 packs of hand-rolled cigarettes, and nearly 500 e-cigarettes with nicotine concentrations exceeding the limit were seized in this operation. Many of the e-cigarettes were found to have a capacity of up to 9000 or 10000 puffs, well above the legal limit of 600 puffs.

U.S. Health Groups Seek to Overturn FDA Enforcement Discretion for Pending PMTAs as Altria's Helix, NJOY and AVM Move to Intervene
American Vapor Manufacturers (AVM) and Altria subsidiaries Helix Innovations and NJOY filed separate motions on October 7, 2026, seeking to intervene on the FDA's side in a lawsuit challenging its enforcement guidance for certain e-cigarette and nicotine pouch products with pending premarket tobacco product applications (PMTAs). Seven public health and tobacco-control organizations, including the Campaign for Tobacco-Free Kids, sued the agency in July to overturn the policy. AVM argues that vacating the guidance could disrupt orders, inventory, retail distribution and investments in regulatory submissions.

Japan Tobacco International (JTI) has introduced PERLZ nicotine pearls in the UK, expanding its oral nicotine portfolio beyond conventional nicotine pouches. The fully dissolvable, multi-layer pearls are placed under the tongue and come in Mint and Berry flavors at concentrations of 1mg/g and 2mg/g, equivalent to approximately 0.3mg and 0.5mg of nicotine per pearl. UK retailer Haypp published four 30-pearl dispenser listings on July 31, 2026, followed by three 10-pearl sachet products on August 17. The dispensers retail for £6.50, while the sachets cost £2.50.

Among 163 product listings recorded before enforcement, four CrossBar 20K disposables stood out with 13mL capacity, advertised puff counts of up to 20,000 and a flattened design distinct from conventional pod systems and compact disposables. Historical records identify earlier 1.3mL CrossBar products associated with Romo LLC, while newer 13mL products appeared in several state directories beginning in 2025 under entities including Blue Nine LLC. PMTA compliance expert Mr. K identified amendments and application ownership transfers as possible regulatory mechanisms, although neither has been confirmed in this case. Separately, Reynolds' $7.5 million acquisition of 16 PACHA products and related assets illustrates the commercial value of products linked to historic PMTA submissions.
