New Restrictions on Mail Delivery of E-Cigarette Products
National Tobacco Monopoly Bureau limits shipment of e-cigarette and related products to certain quantities and per person.

On November 23rd, the State Tobacco Monopoly Bureau issued a notice on the limited delivery of electronic cigarettes, aerosols, and nicotine for electronic cigarettes.

The contents of the announcement are as follows:


According to the regulations outlined in the "Postal Law of the People's Republic of China," the "Tobacco Monopoly Law of the People's Republic of China" and its implementation regulations, and the "Electronic Cigarette Management Measures" (National Tobacco Monopoly Bureau Announcement No. 1 of 2022), quantities of electronic cigarette products, atomized substances, and nicotine used for electronic cigarettes will be limited when sent through the postal system. The specific notice is as follows:


Each shipment of electronic cigarette products is limited to: 2 smoking devices and 6 products that include electronic cigarette pods (liquid aerosol) or combinations of pods and smoking devices (including disposable electronic cigarettes), with a total liquid capacity not exceeding 12ml.


Secondly, the limit for each shipment of aerosols and nicotine used for electronic cigarettes is 12ml.


Thirdly, products that include tobacco accessories, electronic cigarette pods (liquids for vaping), combinations of pods and smoking tools for sale (including disposable e-cigarettes), vaping liquids, and nicotine for use in electronic cigarettes may only be shipped in quantities of one per person per day. Multiple items may not be shipped.


Fourthly, products that require over-delivery, such as tobacco products, electronic cigarette pods (liquid aerosols), pod and tobacco combination products (including disposable electronic cigarettes), aerosol liquids, and nicotine for electronic cigarettes that are subject to special circumstances such as technical reviews, quality supervision and inspection, and identification testing must be handled in accordance with relevant requirements of the local tobacco monopoly administrative authority. Electronic cigarette transaction parties that have obtained tobacco monopoly licenses shall handle the delivery of tobacco products, electronic cigarette pods (liquid aerosols), pod and tobacco combination products (including disposable electronic cigarettes), aerosol liquids, and nicotine for electronic cigarettes in accordance with relevant regulations of the tobacco monopoly administrative authority.


Fifth, cross-border limited postal delivery shall be carried out in accordance with the provisions of this notice.
