Revised Regulations on E-cigarette Monitoring Signed in Costa Rica

Costa Rica Health Ministry, Foreign Trade Ministry, and President signed regulations to regulate e-cigarettes and related products, amending existing law.

On October 9th, according to the official website of the Ministry of Health of Costa Rica, the Ministry of Health, the Ministry of Foreign Trade, and the President of the Republic jointly signed two important regulations, one of which involves the regulation of e-cigarettes and related products.

The first item is about amendments to Bill No. 10,066. The bill primarily regulates electronic nicotine delivery systems (ENDS), non-nicotine similar systems (NSSN), and electronic devices using heated tobacco and similar technologies. The original bill did not cover specific targets, smoking cessation programs, label regulations, advertising, and comprehensive focus on the use of e-cigarettes. Therefore, in the second half of 2023, the Ministry of Health began drafting a bill aimed at reducing the use of e-cigarettes.

The World Health Organization (WHO) and the Pan American Health Organization (PAHO) representative in Costa Rica, Dr. Alfonso Tenorio, stated that

E-cigarettes and similar products are highly addictive and pose significant health risks to users and those around them. The World Health Organization (WHO) and the World Health Organization (WHO) believe that urgent measures need to be taken by countries to curb the use of these substances and devices.

Furthermore, another new regulation involves the Ministry of Health's authorization of health products for enterprises in the free zone.
