Russia Takes Action: Monitoring Enforcement of E-cigarette Sales Ban to Minors
Russia's Youth Parliament has begun nationwide monitoring to ensure effective enforcement of the law banning the sale of e-cigarettes to minors.

On November 29th, according to a report on the official website of the Russian State Duma, the Russian Youth Council has commenced nationwide monitoring to ensure the effective enforcement of the law prohibiting the sale of e-cigarettes to minors.

 

The move by the Russian Youth Parliament reflects the country's proactive approach to addressing the issue of underage smoking. This new, comprehensive legislation prohibits the sale of e-cigarettes to minors, further bolstering the nation's ban on tobacco for young people. In the early stages of implementing this ban, the Russian Youth Parliament will conduct thorough and comprehensive monitoring of its enforcement.

 

In the future, law enforcement agencies and the public will expect to see this ban enforced nationwide. Parents, educators, and even the entire society have long neglected the issue of youth addiction, hoping that this regulation can keep young people away from tobacco and promote healthy growth.

A study by CDC Foundation researchers found no sustained decline in e-cigarette sales across Alabama, Oklahoma and Louisiana, the first three U.S. states to implement e-cigarette directory laws. Louisiana initially saw a significant sales decline, followed by a rebound and a persistent reduction in product availability. Sales also shifted from nontobacco-flavored disposables toward prefilled cartridges, with Vuse Alto driving much of the increase in menthol cartridges. By April 2025, unlisted products still accounted for more than half of e-cigarette nicotine sales in all three states.

New York vape distributor Ecto World, which operates as Demand Vape, hired political consultant Roger Stone to lobby the Executive Office of the President on regulation of vaping and related products while facing state enforcement and multiple lawsuits. Public lobbying disclosures show that Ecto World paid at least $300,000 for the work through June 30, 2026. Separately, New York State announced in March that more than 28,500 pounds of vaping products tied to the company had been seized, while New York City and the state have pursued legal or enforcement actions. China Tobacco Hubei explores staged nicotine pouch delivery, using dynamic membranes to slow early release and gradient particles to sustain later delivery
China Tobacco Hubei Industrial Co., Ltd. disclosed several oral nicotine-related patent applications in August 2026, including two that approach staged nicotine release from different directions. One uses a high-viscosity membrane that forms inside the pouch after contact with saliva to slow rapid early release, while the other uses gradient particles with a faster-disintegrating outer layer and a slower core to create a fast-to-sustained release profile. Together, the filings explore how nicotine pouches could balance initial delivery with release later in use.
