Russian Parliament Considers Legislation to Regulate E-cigarette Sales
Russian Duma chairman Vyacheslav Volodin announces parliament will discuss bill to restrict e-cigarette sales to minors this week.

According to Ria's report on December 15, Russian State Duma Chairman Vyacheslav Volodin stated that the parliament will be reviewing a bill this week to restrict the sale of e-cigarettes and vaping products.


According to Volokhin, these laws are aimed at prohibiting the sale of such devices to minors. Violators may be subject to fines of up to 2 million rubles (about $20,000). Repeat offenders may also face criminal penalties.

The Texas Supreme Court issued a case summary on May 8, 2026, describing its decision in Hancock v. RJR Vapor Co. LLC. The dispute centered on whether RJR Vapor’s VELO oral nicotine pouches are taxable as “tobacco products” under the Texas Tax Code.
