Russia's New Law Digitizes Tobacco Tax Stamps and Labels
Russia's State Duma has passed a bill proposing a shift from physical stamp tax labels to digital markings on tobacco and nicotine products.

According to a report by vedomosti, a Russian media outlet, on January 24th, the Russian State Duma has approved a bill proposed by the Russian government, aiming to shift the tobacco and nicotine-containing products' tax stamps from physical labels to digital markings. The bill has been made publicly available in the electronic database of the Russian State Duma.

 

A new bill calls for new labeling requirements for tobacco and nicotine-containing products, which are set to take effect on March 1, 2024. Once in effect, the traditional physical tax stamps will be replaced by barcode digital labels, similar to those already used in sectors such as pharmaceuticals and dairy products.

 

In addition, the bill also introduces the term "accountability control labels" to identify labeling tools printed on tobacco and nicotine-containing products packaging. According to the bill, these accountability control labels will be printed on tobacco products, e-cigarettes and vaporizer liquids, as well as on packaging for heated tobacco systems.

 

This reform aims to enhance Russia's regulatory efficiency in imposing taxes on tobacco products imported from Eurasian Economic Union countries. Additionally, the bill will ensure the accurate determination of tax bases for tobacco and nicotine products.

 

It is worth noting that on December 13th, 2023, a Russian government committee approved the Ministry of Finance's proposal to impose a 5% import tariff on e-cigarettes. Furthermore, on October 17th, 2023, the Russian government lifted the ban on inspections of e-cigarette and hookah stores, which was originally supposed to remain in effect until 2025.

 

These changes aim to enhance the regulation and taxation efficiency of tobacco and nicotine products to align with the marking methods of the digital era.
