2Firsts, November 27, 2025 — Singapore’s Ministry of Education (MOE) announced that eight individuals aged between 18 and 24 were caught for e-vaporiser-related offences during joint enforcement operations conducted by the Health Sciences Authority (HSA) and Institutes of Higher Learning (IHLs) campus security.

The operations were carried out at and around all 12 IHLs across Singapore between September 8 and November 14, 2024.

A total of 19 e-vaporisers and related components were seized, and all offenders were fined on the spot, according to the MOE.

The ministry said a 24-year-old individual found in possession of two e-vaporisers will also face institution-based disciplinary action and mandatory counselling, in addition to fines imposed by the HSA.

“Besides the penalties imposed by HSA for vaping offences, IHLs will mete out disciplinary measures through institution-based frameworks, which have been strengthened to align with the stricter national stance against vaping,” the MOE said.
