2Firsts, 21 October 2025 — Citing A42.RU, Sergei Melikov, head of the Republic of Dagestan, has proposed banning the retail sale of e-cigarettes in the region and has asked the State Duma to designate Dagestan as a pilot region for a comprehensive e-cigarette sales ban. In his letter to the State Duma, he wrote: “I believe the introduction of this ban will reduce the population’s morbidity associated with the use of e-cigarettes.”
The report notes that the move echoes an earlier suggestion by Nizhny Novgorod governor Gleb Nikitin to grant regions the authority to impose comprehensive retail bans on e-cigarettes. President Vladimir Putin later described the suggestion as “a good idea.”
In addition, Altai Republic head Andrey Turchak said that once the relevant federal-level bill is passed by the State Duma, the region will introduce a comprehensive ban on the retail sale of e-cigarettes and “smoking mixtures.”
