E-cigarette Epidemic: Urgent Measures Needed in Scotland
Ash Scotland, a charity, reports that Scottish pediatric lung doctors describe student use of e-cigarettes as an "e-cigarette epidemic.

According to a charitable organization report by Ash Scotland, respiratory pediatricians in Scotland have described the widespread use of e-cigarettes among students as an "e-cigarette epidemic". This report supports proposals by the UK government and local authorities to restrict the flavors, packaging, and marketing of e-cigarettes, and urges further mitigation measures.

 

Chief executive of Scotland's anti-smoking campaign, Sheila Duffy, has expressed the need for swift and decisive action in the face of this public health challenge, in order to stem the rapid increase in the use of e-cigarettes among Scottish children and young people in recent years.

 

Children are lured by the flavors and scents of fruit and candy-flavored e-cigarettes, as well as the elaborate designs, packaging, and marketing tactics, especially for disposable products that are priced as low as £2. Considering that most e-cigarettes contain high levels of nicotine and toxic chemicals that are inhaled without proper safety testing, we propose removing all flavors, except for tobacco, from products that pose a health risk.

 

The agreement calls for a complete ban on disposable e-cigarettes. Over the past three years, the number of children using e-cigarettes has tripled, prompting the advisory panel to propose new measures. Evidence from the World Health Organization suggests that e-cigarettes could serve as a gateway to smoking, making young people more susceptible to nicotine addiction.

 

Hillary Duff further added, "We are also calling for a complete ban on the use of disposable e-cigarettes and implementing other stringent measures such as prohibiting the use of imagery, colors, and branding to minimize the appeal of these products to children, and concealing all e-cigarettes from the retail environment.

A commentary published in the international open-access, peer-reviewed Harm Reduction Journal argues that randomized controlled trials remain central to evaluating smoking cessation efficacy but cannot alone capture real-world uptake, complete switching, longer-term use and population impact of non-combustible nicotine products such as e-cigarettes, heated tobacco and nicotine pouches. The authors frame impact as “reach × efficacy” and call for real-world evidence to complement RCTs. Three days after publication, the FDA authorized three JUUL2 products and highlighted complete switching among adult smokers in explaining its decision, providing a timely regulatory backdrop to the debate.

The House-passed FY2027 National Defense Authorization Act includes a provision authorizing the defense secretary to conduct a one-year smoking-cessation pilot for active-duty service members. Section 707 lists counseling, nicotine gum and patches alongside what the bill calls "electric nicotine delivery systems," nicotine pouches and heat-not-burn products. A recent Washington Examiner op-ed cited ZYN as an example in arguing for the provision, but the legislation does not name any commercial brand or supplier. ZYN is made by PMI-owned Swedish Match USA, with specified products holding FDA marketing authorizations and modified risk orders.

HM Revenue & Customs is urging members of the public to report vape shops, barber shops and other high-street businesses suspected of tax fraud, money laundering or other illegal activity, with informants not required to provide personal details. HMRC plans more than 30,000 interventions in 2026-27 targeting tax fraud, organised crime and illicit activity, including the sale of illegal vapes and tobacco. The push forms part of a broader UK effort to tackle organised crime on high streets, backed by a £30 million government enforcement programme.

China Tobacco Hubei Industrial Co., Ltd. disclosed several oral nicotine-related patent applications in August 2026, including two that approach staged nicotine release from different directions. One uses a high-viscosity membrane that forms inside the pouch after contact with saliva to slow rapid early release, while the other uses gradient particles with a faster-disintegrating outer layer and a slower core to create a fast-to-sustained release profile. A federal judge in Texas on Oct. 8 granted a joint request by the FDA and plaintiffs including Altria subsidiaries Helix Innovations and NJOY to stay litigation challenging the agency's 2021 PMTA rule. The court cited FDA's anticipated rulemaking concerning the regulation at issue. FDA announced on Sept. 28 that it intends to reassess the PMTA framework and could initiate new rulemaking to replace it. The parties must file a joint status report within 45 days and every 45 days thereafter. A motion by three Reynolds American companies to intervene remains pending.
