Italian E-Cigarette Dealer Faces Tax Evasion Accusations in Bari City
An e-cigarette dealer in the city of Biella, Italy, is accused of evading €3.4 million in taxes.

According to an Italian e-cigarette independent press, sigmagazine, a distributor of e-cigarettes in the city of Biella, Italy, is facing accusations of evading taxes amounting to 3.4 million euros. Regulatory authorities have seized 1.2 million euros from the accused individual.

 

The dealer primarily engages in the e-cigarette and e-liquid business. Investigations have shown that the dealer evades taxes in Italy by establishing company structures in other European countries to mimic purchasing and selling products abroad. It is important to note that these operations actually take place within Italy, through online sales and physical stores in Biella, Cossato, Santhià (Samo), and Ivrea (Turin).

 

Investigators have pointed out that the dealer used a unique method to conceal sales proceeds. He requested customers to provide prepaid cards under his name. When customers needed to make purchases, they simply placed orders and topped up the prepaid cards owned by the seller. The seller would then extract the funds and deliver the ordered products. This practice resulted in a hidden taxable base of over €4 million, evading a total of €3.4 million in value-added tax and consumption tax.

 

According to sources, Italian law enforcement agencies have been tirelessly combating illegal activities associated with e-cigarettes and tobacco. It is crucial to acknowledge that the lawless frontier of the past is gradually fading away and should not make a comeback. However, there still exist unlawful behaviors that need to be uncovered and tackled, and this operation serves as a strong testament to addressing this issue.

Philip Morris Japan (PMJ) launched the IQOS ILUMA i PRIME Ginza Limited Model Set in Tokyo on September 4, 2026, alongside the opening of IQOS Flagship Ginza, the brand’s first global flagship store. The Oasis Blue edition is limited to 1,814 individually numbered units, with the figure derived from the store’s address at Ginza 1-8-14. The set also includes two Yamanaka-nuri glasses and special packaging, priced at JPY 11,980 and sold exclusively at the Ginza flagship.

A U.S. Government Accountability Office audit found that 131,915 tobacco product applications submitted to the FDA since 2018 remained without a final review as of December 31, 2025, with pending applications waiting an average of 1,266 days. GAO also found FDA lacks the data needed to systematically determine whether scientific reviews meet applicable timelines. HHS agreed to upgrade the agency's tracking systems. At the same time, FDA has begun applying lessons from its nicotine pouch PMTA pilot to e-cigarette reviews, while changes to enforcement policy and electronic submissions are making the specific stage of a PMTA increasingly relevant to market access.

FDA Appoints Former Tobacco Enforcement Deputy Jessica Zeller as Director as Agency Weighs PMTA Framework Changes
The U.S. Food and Drug Administration (FDA) has named Jessica Zeller director of the Center for Tobacco Products' (CTP) Office of Compliance and Enforcement (OCE), effective November 1, 2026. Zeller, the office's inaugural deputy director, returns from medical device manufacturer Edwards Lifesciences with more than 20 years of regulatory and legal experience. The appointment follows CTP leadership changes and adjustments to tobacco regulation. Bret Koplow became permanent CTP director in September; the FDA revised enforcement priorities for unauthorized e-cigarettes and nicotine pouches in May and announced faster PMTA review procedures. On September 28, the agency said it would evaluate changes to the existing PMTA regulatory framework, including potential rulemaking to replace it.

China exported $979 million of vape-related products in August 2026, up 3.3% from a year earlier but down 6.4% from July. The UK replaced the U.S. as the main source of growth: UK-bound shipments jumped 51.4% to a 2026 high of $177 million, while exports to the U.S. fell 12.4% to $339 million. Shipments to markets outside the U.S. increased 14.2%, broadening growth beyond the market that had driven July’s rebound.

Eleftheria (Ria) Kioupritzi, a biopharmaceutical professional with more than 15 years of experience, has joined Philip Morris International as Director Scientific Affairs within Corporate Affairs. She previously served at Roche as Senior Scientific Communications Director for Neuroscience and Rare Diseases and worked extensively in spinal muscular atrophy. Her earlier career also covered competitive intelligence, clinical and regulatory monitoring, pipeline development and launch preparation. During her time working in Roche's SMA field, Evrysdi passed through several U.S. FDA milestones, including its initial approval, an expanded indication for younger infants and approval of a tablet formulation. Public records do not show that Kioupritzi herself led the FDA submissions.

GSTHR Estimates 200 Million People Use Non-Combustible Nicotine Products as 28 Countries Show Rising Use Alongside Falling Smoking Rates
The Global State of Tobacco Harm Reduction, a project operated by Knowledge·Action·Change, estimates that about 200 million people worldwide use non-combustible nicotine products including vapes, heated tobacco, nicotine pouches and snus. Its 2026 report says use of these products rose alongside declining smoking rates in 28 countries it analyzed. The data do not establish that all 200 million users have quit smoking, nor do they prove a direct causal relationship. GSTHR also says regulatory restrictions on the products continue to expand in many markets.
