Luxembourg Imposes Tax on E-liquid and Nicotine Pouches
Luxembourg to impose €120 per liter tax on e-liquid and tax on nicotine pouches starting October 1, 2024.

According to Infos, a new regulation in the Grand Duchy of Luxembourg stipulates that e-liquids for e-cigarettes will be subject to a tax of 120 euros per liter, and nicotine pouches will also be taxed. In the presentation of the 2024 budget, Finance Minister Gilles Roth submitted to the Assembly, stating that electronic liquids for e-cigarettes and nicotine pouches will be subject to a consumption tax in Luxembourg starting from October 1, 2024.

 

According to regulations in this grand duchy, a new legislative procedure has been initiated, with an e-liquid tax of 120 euros per liter and a nicotine pouch tax of 22 euros per kilogram. Similar taxes exist in neighboring countries, with higher rates than in Luxembourg.

 

Detailed information was provided in response to a parliamentary question posed by Member of Parliament Sven Clement regarding tobacco and tobacco-derived products in Luxembourg, particularly newer products such as e-cigarettes and snus (smokeless tobacco containing nicotine), by Health Minister Martine Deprez and Finance Minister Gilles Roth.

 

The Minister of Health also emphasized that the new generation of tobacco products will be a target of the country's new anti-tobacco plan.
