Meeting between State Tobacco Monopoly Administration and PMI
Head of State Tobacco Monopoly Administration, Wang Gongcheng, met with Philip Morris International executives in Beijing on January 16.

On January 16th, Wang Gongcheng, a member of the Communist Party group and Deputy Director of the State Tobacco Monopoly Administration, held a friendly meeting in Beijing with the visiting delegation of Paul Riley, President of East Asia and Australia Region, as well as global duty-free operations leader of Philip Morris International (PMI).

 

The heads of the External Affairs Division, Development Planning Division, Supervision and Administration Division for Monopolized Sales, Economic Operations Division, China National Tobacco Sales Corporation, and China Tobacco International Limited attended the meeting.

Canada’s federal health minister, Majorie Michel, said she is looking into legislation that would permanently ban the sale of tobacco products to anyone born after 2008. Ukraine’s Verkhovna Rada has registered a bill that would ban the use of tobacco products, vapes, hookahs, herbal smoking mixtures and heated tobacco devices by people under 17. The bill was introduced by People’s Deputy Georgiy Mazurashu and has already been sent to the relevant parliamentary committee. The author said one reason for the initiative is the prevalence of vaping among adolescents.

The Texas Supreme Court issued a case summary on May 8, 2026, describing its decision in Hancock v. RJR Vapor Co. LLC. The dispute centered on whether RJR Vapor’s VELO oral nicotine pouches are taxable as “tobacco products” under the Texas Tax Code. Lower courts had held that the pouches were not taxable tobacco products, but the Texas Supreme Court reversed, concluding that VELO pouches are taxable because they are made of “a tobacco substitute.”
