Meeting between State Tobacco Monopoly Administration and PMI
Head of State Tobacco Monopoly Administration, Wang Gongcheng, met with Philip Morris International executives in Beijing on January 16.

On January 16th, Wang Gongcheng, a member of the Communist Party group and Deputy Director of the State Tobacco Monopoly Administration, held a friendly meeting in Beijing with the visiting delegation of Paul Riley, President of East Asia and Australia Region, as well as global duty-free operations leader of Philip Morris International (PMI).

 

The heads of the External Affairs Division, Development Planning Division, Supervision and Administration Division for Monopolized Sales, Economic Operations Division, China National Tobacco Sales Corporation, and China Tobacco International Limited attended the meeting.

Argentina’s government has created a comprehensive regulatory framework for nicotine products, including vapes, heated tobacco and nicotine pouches, through Resolution 549/2026 published in the Official Gazette. The Texas Supreme Court issued a case summary on May 8, 2026, describing its decision in Hancock v. RJR Vapor Co. LLC. The dispute centered on whether RJR Vapor’s VELO oral nicotine pouches are taxable as “tobacco products” under the Texas Tax Code. Lower courts had held that the pouches were not taxable tobacco products, but the Texas Supreme Court reversed, concluding that VELO pouches are taxable because they are made of “a tobacco substitute.”

FDA Expands ENDS Market Access With First Authorization of Non-Tobacco and Non-Menthol Products
The U.S. Food and Drug Administration (FDA) announced on May 5, 2026 that it authorized the marketing of four Glas electronic nicotine delivery system (ENDS) products through the premarket tobacco product application (PMTA) pathway. Philip Morris International said its Swedish Match facility in Owensboro will adjust part of its production schedule this summer in response to changing market conditions. According to a notice the company gave union leadership and employees on April 22, parts of ZYN production will shift from a 24/7 schedule back to a 24/5 schedule.
