Meeting between State Tobacco Monopoly Administration and PMI
Head of State Tobacco Monopoly Administration, Wang Gongcheng, met with Philip Morris International executives in Beijing on January 16.

On January 16th, Wang Gongcheng, a member of the Communist Party group and Deputy Director of the State Tobacco Monopoly Administration, held a friendly meeting in Beijing with the visiting delegation of Paul Riley, President of East Asia and Australia Region, as well as global duty-free operations leader of Philip Morris International (PMI).

 

The heads of the External Affairs Division, Development Planning Division, Supervision and Administration Division for Monopolized Sales, Economic Operations Division, China National Tobacco Sales Corporation, and China Tobacco International Limited attended the meeting.

FDA Expands ENDS Market Access With First Authorization of Non-Tobacco and Non-Menthol Products
The U.S. Food and Drug Administration (FDA) announced on May 5, 2026 that it authorized the marketing of four Glas electronic nicotine delivery system (ENDS) products through the premarket tobacco product application (PMTA) pathway. The authorized products are Classic Menthol, Fresh Menthol, Gold and Sapphire pods, each containing 50mg/ml, or 5%, tobacco-derived nicotine.

Cross-Party Romanian Lawmakers Propose Ban on E-Cigarettes and Heated Tobacco Use in All Enclosed Public Spaces
Lawmakers from Romania’s USR, PSD and PNL have submitted a bill that would ban e-cigarettes, vapes and heated tobacco devices in all enclosed public spaces. The proposal would redefine “smoking” so that inhaling aerosols produced by heating or vaporizing products containing tobacco, nicotine or other substances intended for inhalation would also be considered smoking, except for medical-use products.

The U.S. Food and Drug Administration announced on May 6 that it has advanced its modernization initiative by launching Elsa 4.0, an upgraded internal AI tool, and consolidating more than 40 application and submission data sources, systems and portals into a new platform called HALO. FDA said the integration of HALO and Elsa will allow staff to query data and build workflows without manually uploading documents in each chat.

Imperial Tobacco Canada responded to the April 17 press conference by anti-smoking groups by calling for a more focused, fact-based discussion on youth vaping that targets the illicit market. The company said youth should not be using nicotine products and that it supports strong measures to prevent youth access, but argued that the discussion failed to clearly distinguish between the regulated market and the illicit market that is driving youth access.
